Driving Sustainable Growth, Resilience, and Economic Opportunity in Grenada’s Blue Economy

Introduction

The Unleashing the Blue Economy of the Caribbean (UBEC) Project is a World Bank–financed initiative supporting Grenada, Saint Lucia, and Saint Vincent and the Grenadines. It is being rolled out by the Ministry of Mobilisation, Implementation and Transformation through the Project Implementation Unit (PIU) and supported by key ministerial partners, including the Ministries of the Blue Economy and Marine Affairs and Agriculture and Fisheries.
UBEC Grenada seeks to strengthen coastal economies, expand opportunities for marine‑linked industries, and build resilience for communities and ecosystems that depend on ocean and coastal resources.

Core Project Components

UBEC Grenada’s activities are organized around four coordinated components designed to achieve impact across policy, business support, resilience, and management:

Governance, Policies, and Capacity Strengthening

Supporting reforms, institutional coordination, and policy frameworks that enhance Blue Economy planning and implementation at national and sector levels.

Access to Finance & Infrastructure Support

Facilitating financing for coastal micro, small and medium enterprises (MSMEs) through matching grants and business development services, as well as investments in infrastructure that enable sustainable growth. Recent calls for proposals under the Regional MSME Matching Grants Programme illustrate this commitment in action, supporting MSMEs in fisheries, tourism and waste‑related activities.

Disaster Response & Resilience

Enhancing Grenada’s capacity to respond to natural disasters and economic shocks, so coastal communities and industries can recover quickly and adapt.

 Project Management & Communication

Coordinated oversight provided through the PIU ensures transparent implementation, regular stakeholder engagement, and communication of results and opportunities.

What’s Happening Now in Grenada

UBEC is actively supporting business growth and skills development through initiatives such as:
-- Regional MSME Matching Grants Programme — Grants are being offered to MSMEs in core Blue Economy sectors to expand operations and invest in new opportunities.
-- Business Development Workshops — Practical, skills‑based trainings in proposal writing, financial management, and marketing help strengthening local enterprise capacity.

These activities complement policy and institutional strengthening and reflect UBEC’s holistic approach to growth, resilience, and inclusion.
